We announced the successful bid for the Goat Walk Land earlier in the year. The sale was completed on 15 May 2015, with ownership of the land transferring to the Topsham Community Association. The price paid was £305,005.00.
The working group which managed the appeal and purchase is now close to setting up the Goat Walk Land Trust, a charitable incorporated organisation with the legal status to own land. The proposed constitution has been reviewed by the committees of the Topsham Community Association and the Topsham Society and is ready to be submitted to the Charity Commission for approval.
The object of the Trust will be the maintenance of the rural environment and heritage of the historic town of Topsham through the preservation and enhancement, without any permanent buildings, of the Goat Walk Land for the quiet enjoyment and pleasure of the residents of Topsham and visiting members of the general public.
There will be a board of 7 trustees: 2 nominated from the Topsham Society, 2 from the Topsham Community Association and 3 elected independently by members of the community who have chosen to become members of the Trust. The trustees will appoint a management committee to manage the land on a day to day basis. The intention is that the committee should be made up of people with relevant land management skills.
The Society has decided that its first nominated trustees will be Jeremy Rawlings and Frances Nieduszynska.
As soon as the Trustees are in place and the Management Committee is forming the likelihood is that a public consultation will begin, similar to the Recreation Ground consultation undertaken by Topsham Community Association. However, the details of any consultation are a matter for the Trustees to decide.
The working group has considered finance, particularly taking into account the need to maintain the listed wall along the Goat Walk and the necessary management of trees and hedges. The running costs for the immediate future have been assessed. There have been several generous offers of substantial amounts of money to provide initial funding. In the longer term ongoing fund-raising events will be needed to maintain a modest stream of income.
Thanks are due to everybody who has helped to reach this point. The working party has put a great deal of effort into acquiring this land and securing its future for the benefit of Topsham. They achieved a successful outcome in a short time and deserve the gratitude of the Town. They were helped by volunteers distributing publicity. And finally, thanks go to all those generous donors who provided the funds to permit a successful bid.
